Start with the need that is still waiting
Open the enclosure you are concerned about. If the Critter Nook's Feed bar needs attention, feed its pets. If the Play bar needs attention, choose Play and complete the wheel interaction. Use Make bedding for the bedding need rather than treating another feeding action as the answer to it.
Those separate controls give you a useful way to read the problem. After completing the chosen task, return to management and check that need alongside the others. Move on to a different care action when a different bar needs it, instead of repeating whichever task you happened to do first.
